Multiple DHW systems

Where there are numerous standalone DHW systems in a building, how are these meant to be applied in each zone?

I cannot seem to find any guidance on the assignment of DHW systems and, frankly, I think SBEM has always been a bit of a mess in this regard.

For example: a school building with a standalone direct electric DHW heater for a sink in a classroom, but a gas-fired DHW system for sinks in WC areas.

Because of the way SBEM applies DHW, if I assign direct electric to the classrooms and gas to WCs SBEM will assign 100% of the DHW demand to the direct electric system. In reality, the vast majority of demand will be in the WC area. Is there any guidance on what to do in this situation?
