SBEM 2010 not passing without PV

We currently have a number of projects that we cannot seem to get through SBEM 2010 without a significant amount of PV panels. These range from Exibition Halls, Colleges and Labs. My question is that we are being told DCLG that we should be able to pass with just efficiency improvements but the u-values I have are extremley low and I have the most efficient boiler and very low SFPs. Does anyone else have this issue?

It certainly is possible to get buildings to pass without using additional renewables.

I would start off by looking at the outputs and identifying where the major differences in CO2 are between your building and the notional building.

Things like lighting and hot water can have a huge impact.

What is the servicing strategy (HVAC) for the building?
