About Low Carbon Consultants (LCCs)
Members of the Low Carbon Consultants Register are a body of professionals competent to minimize energy use and carbon emissions from buildings both in design and operation. They are able to go beyond the current legal minima in improving the energy performance of both new and existing buildings.
Clients can be sure that buildings designed and operated by Low Carbon Consultants will meet the requirements of Part L (Conservation of Fuel and Power) and Building Control Officers can be assured that compliance is being signed off by suitably qualified professionals. Members of the Register have undertaken examinations to demonstrate their competence.
A new grade of Low Carbon Consultant (LCC) aimed at those who wish to market their expertise in Energy Management to clients is being launched by CIBSE early in 2010.
With the growing desire of organisations to demonstrate their 'carbon credentials' compliance with the new British Standard on Energy Management Systems, BS EN 16001, offers a consistent and robust set of guidelines to implement an effective Energy Management System that can be used by companies to demonstrate their commitment to energy management, saving energy and reducing carbon emissions. These new LCCs will be trained and tested by CIBSE to ensure they have the relevant competencies to assist organisations to implement BS EN 16001. The new LCC grade will be open to all those who can pass the examinations and successful candidates will be registered as "Low Carbon Consultant - Energy Management Systems".
This new grade of LCC will be one of a range of complimentary registrations available to become a CIBSE Low Carbon Consultant.
About Low Carbon Energy Assessors
Many Low Carbon Consultants (LCCs) are choosing to further enhance their professional standing by becoming accredited Low Carbon Energy Assessors (LCEAs) in order to provide the Energy Performance Certificates (EPCs) and Display Energy Certificates (DECs), which have been introduced under the Energy Performance in Buildings Regulations (EPB Regulations) since 6 April 2008. These certificates can only be provided by accredited energy assessors who are members of an approved scheme such as the Low Carbon Energy Assessors Register.
Many thousands of certificates will be needed and a significant number of accredited Energy Assessors will be required to provide them. It will take a few months to enable all LCCs to complete top-up training and become accredited LCEAs. Register members are required to update and enhance their skills continuously.
