Focus on DSEAR (Dangerous Substance and Explosive Atmosphere Regulations 2002)
A technical day is planned at the HSE Labs near Buxton. The day will be delivered by HSE Laboratory experts.
The morning session will include a series of presentations:
The afternoon session will be dedicated to DSEAR, with presentations on the risk and consequence of dust explosions and compliance with DSEAR.
PLEASE NOTE - To comply with the security at the HSE Laboratory, delegates must pre-book by 13th June. Booking on the day is not possible and only the specifically named delegate will be allowed on site. The stringent booking requirements are required as ILEVE are guests of the HSE laboratory, which is a government facility and ILEVE/CIBSE must comply with the site Health and Safety rules.

2016 AGM & Information Day
At the recent AGM, Wally Gilder stood down as Chair of ILEVE. Wally was instrumental in the founding of ILEVE and has worked tirelessly to establish and develop the institute to where we are today. Wally will remain on the steering committee and will continue to work with the incoming Chair, Jane Bastow, to help move ILEVE forward to the next phase.
Jane comments: "Thank you ILEVE Members & Speakers at the ILEVE AGM 2016 & Seminar.
It was good to meet so many of our members who attended the ILEVE 2016 AGM and subsequent seminar on 17 May, at the East Midlands Hilton.
Communication is my initial aim as Chair of ILEVE, I'm hoping to have a dialogue with all ILEVE members, and anyone with an interest in LEV and prevention of respiratory disease.
I'd like to again thank Wally Gilder, who I succeeded as ILEVE chair and also John Whitehead who has retired as Hon Sec after many years stalwart service to the LEV industry. Sadly Paul Ramsden also stepped down due to lack of time, we congratulated him on the recent unprecedented achievement of his 3rd Piolets d'Or for mountaineering.
Newcomers to the ILEVE steering committee are John Saunders, principle scientist at HSL and Adrian Ogden, taking over as Hon Sec. Both gentlemen have earned significant reputations in the LEV industry so we are all immensely looking forward to working with them.
The seminar included an excellent presentation by Melvyn Sargent on Fume Cupboard Inspection Standards which left us keen to know more, so I'm arranging for a more detailed training session.
James Wheeler from HSE introduced the LOcHER Project an innovative engagement with, and inspiring material produced by, students at South Essex College. Effectively communicating to other students about real issues in the workplace, such as inhalation of hazardous dusts and fumes causing respiratory disease. The students memorably communicated the risks and relevant practical control measures - a great learning tool.
Ian Kellie from BOHS explained the various specialist competency routes available for occupational hygienists and was positive about further developing the good relationship between ILEVE and BOHS.
David Birch from Kimo UK, sponsors of the seminar, provided hands on experience for delegates with an interesting range of LEV test equipment.

Local Exhaust Ventilation Competency Matrix launched
A new Competency Matrix for Local Exhaust Ventilation was launched at the Annual General Meeting of the Institute of Local Exhaust Ventilation Engineers on Tuesday 2nd June.
Over 13,000 deaths each year in the UK are due to occupational ill health, mainly lung disease and cancers related to exposure to dusts, fumes and gases at work. Good hazard management, including local exhaust ventilation, is therefore essential to the provision of safe and healthy workplaces and prevention of asthma, cancers and respiratory diseases.
The new Competency Matrix identifies the key skills, knowledge and expertise needed by all those involved in exhaust ventilation at work, including owners, installers, operators, maintainers, suppliers, manufacturers, inspectors, commissioners and sales people. It sets out what is needed in each of these roles to be competent. This includes those who own the systems and have a duty to ensure that are fit for purpose to protect their workforce and those who use and operate the systems as well as local exhaust ventilation practitioners who design, install, commission, test and maintain them.
The Competency Matrix can be downloaded here by anyone who wants to understand what they need to know about local exhaust ventilation, and where they can go for appropriate training and guidance.
ILEVE members are encouraged to download the matrix and to use it for themselves. Feedback and comment is also welcomed and encouraged, so that the matrix can be further developed and enhanced.

ILEVE Membership Cards are issued to Qualifying Members
The first batch of membership cards have now been issued to LEV members. End users can now be confident that their LEV engineer is suitably qualified to do the work, is a current member of ILEVE and is committed to CPD.
Members can now demonstrate their accredited LEV competence and experience in their field of expertise. Up to 5 disciplines are displayed on the back of the cards.

L5 - The Control of Substances Hazardous to Health Regulations 2002: Approved Code of Practice and Guidance (6th Edition - 2013)
HSE has published the 6th Edition of L5, the COSHH ACOP.
All ILEVE members provide professional services and/or equipment to assist our clients in complying with COSHH and in particular regulations 7,8 and 9. The revised ACOP is of relevance to all organisations providing Local Exhaust Ventilation (LEV) services including design, installation, commissioning and statutory thorough examination and testing (TExT) of all types of dust and fume control systems.

ILEVE Award First Honorary Fellowship
Victim of Welding Fume made First Honorary Fellow
Phil Hydes, a victim of occupational respiratory disease, was made the first Honorary Fellow of the Institute of Local Exhaust Ventilation Engineers (ILEVE) at its ‘Local Exhaust Ventilation Information Day'. The award was made in recognition of Phil's contribution to raising awareness of the dangers of breathing contaminated air at work.
Phil started his working life at the age of fifteen as a plater welder. He worked in the industry for over 20 years, but had to stop work when he developed severe lung disease from breathing in too much fume. He was thirty-four when he first noticed tightness in his breathing and felt as though he was drowning. The Doctor told him to finish with stainless steel welding as this was causing his problem. He did as he was told and got a job welding mild steel. As an active man playing football regularly, never having smoked in his life, he did not realise the seriousness of his condition and in 1992 he had to stop welding completely, He has the disease and has accepted it. Now, he gets on the best he can with whatever life he has left. The irony is it could have been easily prevented.
His personal testimony as 'Phil the Welder' captured on video by the Health and Safety Executive (HSE) has been used at many events and training days to raise awareness of why hazardous airborne contaminants must be effectively controlled and this story has played a part in inspiring the formation Institute of Local Exhaust Ventilation Engineers, (ILEVE) .
The Right Worshipful Lord Mayor of Sheffield, Councillor Dr Sylvia Dunkley presented the award to Phil Hydes, a former Sheffield welder, with his Honorary Fellowship of the Institute. Dr Dunkley said, "I am happy and privileged to be here today to present the award to Phil Hydes". Phil then gave an emotional speech of thanks to ILEVE. He then went on to answer Questions from the audience on the cause of his ill health. The audience were clearly moved when speaking to Phil, who was delighted and overwhelmed to be recognised in this way.
The Information Day at Beedles Lake Golf Club, East Goscote, near Leicester on the 24th January 2012 was attended by over 100 delegates from all over the UK and from all sections of industry having a special interest in the control of workplace airborne contaminants. Members of ILEVE, HSE, CIBSE (Chartered Institution of Building Services) and BOHS (British Occupational Hygiene Society) gave presentations. Wally Gilder, ILEVE Chairman said: "For a first information day, I and the Steering Committee were very pleased with the attendance and this bodes well for the further planned Information Days, that we are organising for 2102 and beyond. The Institute was formed to bring about a significant reduction in the deaths and Ill heath caused by poor air quality in the workplace. The aim is to educate all at risk by training and recognising Local Exhaust Ventilation Engineers and for users of equipment and services to look for members of the Institute in order to be assured of meeting acceptable standards."
ILEVE was formed just under a year ago to promote the Science, Understanding, Education, Art and Practice of Local Exhaust Ventilation Engineering and now has over 120 members. ILEVE is an integral part of CIBSE From mid 2012; the first graded members will be identifiable with the designations FILEVE, MILEVE, AMILEVE letter after their names.
