Facilities Management Team

Recognising the achievements of the facilities management (FM) team, whether in-house or out-sourced, that delivers outstanding building performance from an individual building, a site with several buildings or a portfolio of assets

Winner: TfL Head Offices FM Portfolio – Transport for London 

Transport for London Facilities Operations Team is responsible for managing the 34 head-office buildings that house 15,000 staff throughout central London, including TfL’s HQ, Palestra, LUL’s Grade II-listed HQ 55 Broadway, and the Buckingham Palace Road complex above Victoria coach station. 

Energy management is carried out by the infrastructure and sustainability branch of the team, and is accredited against the Carbon Trust Standard. 

The team is responsible for putting into action the London Environment Strategy, set by the London Mayor. This involves finding significant carbon-reduction targets amounting to a 60% reduction in CO2 emissions by 2025 (from a 2005/06 baseline), and translates to a 34% improvement in energy efficiency for office buildings, a target that TfL is on track to achieve six years early. 

As part of the strategy to deliver on these goals, the team uses its influence as a client to demand significant improvements over building regulation requirements, – for example specifying BREEAM Excellent as a minimum, with large-scale decentralised energy investment, and a thorough post-occupancy evaluation approach. 

Energy efficiency is a key driver for the team’s investment programme, and TfL works with industry experts from CIBSE and the Better Buildings Partnership, participating in initiatives such as Design for Performance to achieve highly performing buildings in-use.  

The team also runs a behavioural change programme to engage building users, with ‘Destination Green’ being the main vehicle for behavioural change campaigns. This involves Source pages on the TfL intranet, energy and waste leagues, checklists and tools, posters, events, email updates and awards. Meanwhile, environmental champions are active on social media, and the tteam periodically takes over everyone’s PC desktop background to push campaign messages.   

They set portfolio-wide targets each year to keep on track to achieve the TfL internal Environmental Framework targets and wider Mayoral goals. This year that translates into an energy efficiency target equivalent to 209.5kWh/m2. The team is Carbon Trust Standard accredited and also chairs the Better Buildings Partnership’s Real Estate Environmental Benchmark (REEB) initiative.

Judges’ comments:

An excellent behavioural change programme. They have invested heavily in communication and have embraced user feedback through social media, BUS, questionnaires and POEs.

There is good collaboration between OPEX and CapEX teams, which is something you rarely see. The Destination Green campaign shows a high level of commitment to invest in changes.
