Objectives of the consultation

Shortly before Christmas the Government announced a consultation on a ‘green paper’ on construction procurement. The Government’s stated goal is “to speed up and simplify procurement processes, place value for money at their heart, and unleash opportunities for small businesses, charities and social enterprises to innovate in public service delivery”.

The consultation runs until 10 March 2021 and the Department for Business, Energy and Industrial Strategy (BEIS) aims to encourage a wide variety of individuals and groups from across business and the public sector to respond to the consultation.

What you can do

CIBSE will be responding to this consultation and we would welcome contributions from interested members to inform the CIBSE response. Please send your contributions to by Friday 26 February. We would particularly welcome contributions from members with experience of working with public sector procurement.

As well as the consultation, BEIS is running a series of workshops for both the supply side of the industry and for contracting bodies. Please note different dates for workshops for the two groups and register using the links below.

The workshops will be presented by the policy team responsible for the Green Paper with an opportunity to ask questions of the specialist teams and discuss with peers to assist in responding to the consultation document and providing your thoughts and comments. 

This is a huge opportunity to help shape future public procurement rules and we therefore need to respond as a professional body with our knowledge and experience of what could be done to improve the process and deliver better, safer and more effective outcome.
