CIBSE Silver Medallists for 2020 and 2021

Isaac Coker was acknowledged as a leading voice and trusted authority on the present and future challenges facing the building services industry in a citation delivered by Farah Naz, Chair of the CIBSE UAE region.

President, Members of the institution, Honored Guests, Ladies and gentlemen.

It is my pleasure and greatest honor, as the Chair person of CIBSE UAE, to present the citation for the Award of CIBSE Silver Medal to Isaac Cooker.

Starting as an young engineer for the past  34 years he has served the built environment, and the Cibse family with much dedication and talent. His name is synonymous to some of the biggest and boldest engineering in UK, Middle East, Qatar and Saudia Arabia. 

As the chair of CIBSE UAEs Technical committee, in the past two years, he has shown leadership in serving the region with two important technical guides, which placed CIBSE as a  leading voice and  trusted authority on the present and future challenges in building services industry facing the built environment. 

Every day he empowers young people by mentoring, guiding, and serving as an interviewer for the membership and fellowship interviews. Isaac is a symbol of integrity, faith, brilliance, and ingenuity in transforming CIBSEs presence as a leading authority in the built environment. 

Therefore, Mr President, with honor may I present to you for the award of the institutions Silver medal Isaac Cooker.

Chair of the CIBSE Member and Registration Panel, Tony Lamberti was recognised for his contribution to the CIBSE Membership team as a long standing professional interviewer, and in mentoring and assisting candidates with their applications.  

President, Board Members, Members of Council, CIBSE Executive, Guests and colleagues, It gives me great pleasure to read this Silver Medal citation for Tony Lamberti.
I have known Tony as a fellow volunteer for around 25 years.

Tony started his career in 1958 as an Apprentice; with Associated Electrical Industries Ltd.  He has enjoyed a very successful career in Building Services Engineering; from Design Draughtsman; through to Assistant Regional Engineer with the North West Thames Regional Health Authority.  In 1986 Tony became an Associate with the Brian Webb Partnership in St Albans and went on to become Partner in 1989.  In 1991 Tony moved on to become a Director of Blyth and Blyth in Waltham Abbey.  He became the companies Operational Director in 1999. Throughout his career he has promoted the Institution and used his skills as a mentor for many potential new members.

He has wide experience in both the private and public sectors of our Industry. Over the years he has been involved in all aspects of Design, Project Management; and Estate Management; with particular expertise in the Healthcare Sector. During this time he managed numerous projects from inception to handover including major hospital developments at Stevenage, St. Albans, Bedford, Luton and The National Hospital of Neurology and Neurosurgery in London.

Tony took early retirement in 2005 and started his own company providing Project Management and Authorising Engineer services to the Health Service. His projects include a major upgrade of the incoming HV electrical supply at the acute hospital in Stevenage. 

Tony has been a Chartered Engineer since 1981.  He is a Fellow of CIBSE, the IET and IHEEM.  He is also a registered European Engineer with FEANI.

For over 25 years, Tony has brought a wealth of management, technical and leadership skills to CIBSE as a volunteer. His significant contribution to the membership department is well known and appreciated.  He is one of our longest serving Professional Interviewers.   He enjoys mentoring and assisting candidates with their applications for membership.  He is also one of our presenters at interviewer training sessions. 

Tony has served on the Membership and Registration Panel since 2006, becoming Panel Chair in 2017 and also chairs the Appeals sub-committee. 
In 2017 he became a Member of the Education, Training and Membership Committee.

Silver medallist, Andrew Rowe served on the CIBSE Continuing Professional Development Panel for over 15 years before becoming vice-chair and later, chair of the CIBSE Education and Membership Committee.

Andrew started his career with Suffolk County Council as a Trainee Engineer, quickly moving up to Assistant Engineer and then Engineer, before taking on lead management roles as Head of Profession and Head of Delivery.  In 2013 the Council externalised its professional team and Andrew lead the creation of a new company – Concertus Design and Property Consultants Limited. 

In 2015 Andrew was promoted to Group Director of the holding company.  The business continued to grow, forming joint ventures and in 2021, Andrew was promoted to CEO at Concertus to take the more strategic role of growing the business around the country. He continues to sit on the group board with a combined turnover of £15M and around 200 direct staff.

Andrew obtained a Certificate of Environmental Engineering at South Bank Polytechnic in 1991 before going on to complete a B.Eng. with First Class Honours in Environmental Engineering at the University of Hertfordshire in 1995.  He also holds a level five Coaching Certificate with the Institute of Leadership and Management.

Andrew is also a Member of the Institute of Workplace and Facilities Management and the Institute of Directors.  He has served on many industry bodies to develop training and standards, and is a strong advocate of STEM.

Andrew became a Chartered Member of CIBSE in 2000, when he also became an Honorary Member of the Society of Light and Lighting.  An Active Member of East Anglia Region for many years, he served on the CIBSE Continuing Professional Development Panel from 2004 to 2020 including as Chair from 2007.  Andrew was made Vice Chair of the Education, Training and Membership Committee in 2017 and moved to Chair in 2020 when he also took up a position on CIBSE Council.

CPD is a personal passion of Andrew’s and he takes a great interest in promoting all types of activities to his team and the wider professional community.  In addition, he is a strong supporter of graduate training, supporting over twenty colleagues on undergraduate programmes or professional routes to accreditation or membership in the last year.

Andrew was also involved with Engineering Council CPD Steering Group where he represented CIBSE on the steering groups review of CPD across all engineering PEI’s.

Andrew currently joined the Board of the Engineering Council last year.

Dr Rodger Edwards was recognised for his significant contribution to CIBSE guidance on domestic ventilation, along with serving on committees and panels, including the CIBSE Individual Case Procedure Panel. 

President, Honoured Guests, Members of the Institution, it gives me great pleasure, as Chairman of the CIBSE Merseyside & North Wales Regional Committee, to deliver the Citation for the Award of the Silver Medal of the Institution to Rodger Edward Edwards.

Rodger has been a member of the institution for a quarter of a century and has been an active member of the Merseyside and North Wales Regional committee since 1999, serving as our Chairman in 2004 and 2005.

He gained a BSc in Metals and Materials Technology, an MSc by research and a PhD from the joint Department of Metallurgy, University of Manchester/UMIST. He became a Research Assistant in the Department of Building, UMIST in 1983, and was appointed to a Lectureship within the Department in 1988. He was promoted to Senior Lecturer in 1996 and the year after he became a Chartered engineer. In 2017 he was promoted to Reader. He has held a number of Faculty level management roles.

Rodger’s passion lay in academia and research.

Rodger has authored and co-authored over 150 papers and technical and consultancy reports and is currently supervising and co-supervising 10 research students. He has previously supervised 180 MSc Students and 20 PhD students.

He has performed a large number of research contracts for a number of companies, including the Building Research Establishment and  has  performed over 100 consultancies for different companies and organisations.

Rodger served on the CIBSE Membership Committee from 2004 – 2007, served on the CIBSE Education, Training and Membership Committee for a decade and currently serves on the CIBSE ICP Committee. In addition he has acted as CIBSE representative on 2 engineering council working groups. 

He has served in all roles with distinction.

It would be remiss of me not to mention Rodger’s undying love for Grimsby Town Football Club. When I first joined the committee, no meeting was complete without Rodger lamenting the Mariner’s troubles to stay in the football league. Rodger is a true Mariner, who has navigated many stormy seas over the years. He is modest, has a keen wit, and is an all-round good guy.

Rodger always offers a considered perspective on all issues and unlike his club’s home jersey, it is never a case of black or white. He only ever adds value to a discussion of which he is part of.

The final 2020 - 2021 Silver Medal was awarded to John Forster. Along with contributing as a CIBSE Professional Review Interviewer for over 20 years, John has also delivered a number of training workshops on behalf of the institution, he also helps to train other prospective interviewed and represents the CIBSE Membership and Registration Panel on the UK Engineering Council's Quality Assurance Committee. 

John started his career in Building Services in the 1960’s, becoming a Student Member of IHVE in 1966, then a CIBSE full Member in 1980 and Fellow in 1994.

John has enjoyed a very successful career in business in the UK and Internationally. Projects included Government, Historic Buildings and Defence Establishments. Originally with the PSA and after its privatisation, he as Managing Director of a consultancy organisation collaborated with a team to complete a management buy-out. One particular interesting duty in 1997, he was responsible for organising and managing the crowd facilities, safety, and assisted with broadcast services for the route of the funeral of Diana Princess of Wales.

John is a very resourceful and a dependable part of the Institution’s membership team of volunteers starting as a Professional Review Interviewer in 1990. As an Interviewer he has also mentored a number of applicants supporting their progress towards membership and registration. In the last 3 years in association with the membership team he helped to develop and present a number of training workshops. He also is an interviewer trainer, presenting refresher training sessions for current and new interviewers. He became a member of the Institutions Membership and Registration Panel in 2006 and in 2019 became its representative on the UK Engineering Council’s Quality Assurance Committee.

He more than deserves this Silver Award for services to the Institution.
