Part L 2021 is being introduced from June 2022 and is intended to be an interim step towards the introduction of the Future Homes and Buildings Standard in 2025. The headline objective is reduction of regulated carbon dioxide emissions by 30 % in new dwellings and 27 % in new buildings. 

The training course covers the key requirements and guidance set out in the Approved Documents, which have been comprehensively reorganised, with an emphasis on the changes relative to Part L 2013. 

Since it is aimed at Low Carbon Consultants, it primarily covers non-domestic applications, with only passing reference to domestic applications.

Delegates will not be excluded if they haven’t undergone training with CIBSE, although are expected to have either taken training with another provider or have a sufficient knowledge in order to sit the exam.  

Please note the Part L 2021 Update Exam is included with this purchase and will be assigned to you upon completion of the course. Please do not try to purchase this separately.

  • The training course is for those already registered with CIBSE Certification as a Low Carbon Consultant (Design), to help prepare for the Part L 2021 update exam, which LCCs are required to pass to demonstrate maintained competence and to remain registered
  • It covers the following Approved Documents. 

    •    Volume 2: Buildings other than dwellings, 2021 edition – for use in England

    Building Regulations are a devolved responsibility in Wales, Scotland and Northern Ireland. This course covers only the Regulations applicable to England.

  • The course does not cover the use of approved compliance software.

    Please note that existing Low Carbon Consultants (Design) may prefer to attend instead the ‘Part L – one-day course, which is more comprehensive and also covers domestic applications.

The exam is 'Open Book' - texts allowed are:

  • Approved Documents L2A and L2B: CLG guide
  • The course hand-outs (for those who have attended the CIBSE training)

There are 20 multiple choice questions (worth one mark each) the pass mark is 70%. The time allowed is 40 minutes. Based on government guidelines, an additional 25% extra time is given for special needs. Time allowed is 50 minutes. Please contact the Training Team if you have any special needs.

Once your attendance on the course has been confirmed you will have access to the exam via your CIBSE Online Learning Portal under the tab ‘My Learning’. This will be available to access for 14 days from the last day of your course.

Multiple choice questions only have one right answer - candidates should note that some questions offer options for 'all of the above' or 'none of the above' so the questions should be read carefully. Questions will cover the Part L regulations including the 2013 updates. Some of the questions will require good engineering judgement. 

The exam is hosted via the CIBSE Learning Management System. Each exam is timed and will automatically log the candidate out once the time has ended. The CIBSE Learning Management System has a single sign on system forcing the candidate to login with a username and password. Once the exam has been started the candidate is unable to pause or restart the exam and must be finished in the allocated time.

Although the exam is 'open book' it is not designed to allow candidates to look up all the answers - material allowed should be regarded as reference. If candidates have not prepared thoroughly by completing the pre-reading and understanding the training course, they may find it hard to finish the exam. CIBSE Training must be notified in advance of any relevant special needs or requirements.


Notification of examination results

All candidates are notified of the result of the examination by email. Such notification will normally be sent within two weeks of the examination unless the result is the subject of a complaint.


Re-sits

Candidates are offered the opportunity of one re-sit at no charge if they fail the exam. The re-sits are arranged with a member of the Training Team. If the re-sit is not successful we recommend the candidate takes further training before trying again. If they would like to re-sit a further time, then there is a charge associated with this. There is no limit to the number of times a candidate can re-sit. 


Complaints and Appeals

If you would like to make a complaint against examination results or process, you are able to make use of our complaints procedure. CIBSE Training will ensure that the person decision-making in the complaint process will be different from those involved in the original discrepancy. Complaints must be processed by the completion of our complaints form, below is the procedure once the form has been submitted:

  • A member of the training team will be in contact, usually via email, within two working days to confirm we have received the submission. Details on the steps which will be taken to handle the complaint will also be included in the email.
  • ​An investigation will take place to resolve the complaint.
  • All complaints should be resolved within 14 days of the initial form submission.
  • If a resolution can not made within the 14 days, the delegate will be notified and kept updated on any progress.

If you would like to make an appeal against the examination results or process, you are able to make use of the appeals procedure. CIBSE Training will ensure that the person decision-making in the appeals process will be different from those involved in the original discrepancy.

  • All appeals should be made in writing to CIBSE Training via email to [email protected]
  • The appellant will be informed in writing of the outcome of the appeal.

Make an enquiry to CIBSE Training if:

  • A delegate feels there may be a mistake in the exam questions.

Live Online - How to join:

This course will be hosted live online on Microsoft Teams.

A Microsoft Teams account is not required, you will be sent a link to join. 

You can choose to join on your preferred web browser, or if you already have the Microsoft Teams desktop app, click 'join meeting'.  You will then automatically join the course through the app.

Ross French

Mesh Projects Limited | Director

Since 1997, Ross has worked in both contracting and consultancy, holding leadership positions at three international practices. His qualifications and experience span architecture, urban design and engineering.

In 2009, Ross co-founded mesh, a design practice working towards a sustainable built environment. The company provides targeted, valued advice on new-build and refurbishment schemes across a wide range of sectors.

His project work has a heavy emphasis on energy performance, including Building Regulations compliance, energy assessments for planning applications, and estate-level decarbonisation in the public sector.

He has been a low carbon consultant (LCC) since 2010 and is a member of the CIBSE Technical Symposium Scientific Committee.
