Vince Arnold - President
BA (Hons), CEng FCIBSE MIET MWMSoc
Vince started his 45-year career in Building Services Engineering as an Apprentice Electrician at Royal Mail, later becoming a Chartered Engineer after completing a part-time degree. He held key roles at Royal Mail and National Design Consultancy (NDC), where he served as a Director for the London practice for nearly 20 years.
With experience spanning design, project management, maintenance and statutory compliance, Vince has managed multi-site projects across the UK for both public and private sectors.
A CIBSE member since 1998, he has been deeply involved in mentoring and training engineers, serving as Chair of the Membership and Registration Panel for over 12 years, and holding multiple leadership roles within CIBSE and the Engineering Council. He joined the CIBSE Board in 2020.
Vince is passionate about developing young talent in the industry and chairs the Apprentice of the Year Judging Panel. He is also active in health and safety initiatives, particularly in response to the Grenfell Tower tragedy, and serves as a CIBSE technical trainer.

David Cooper - President Elect

David Cooper is the Managing Director of LECS (UK) Ltd (reg no 02633983). He has been in the lift & escalator industry since 1980 and is a well-known industry author and speaker. He started his career as an apprentice with the British Railways Board followed by a period with KONE, one of the world’s largest manufacturers of lifts and escalators, where he was a service engineer rising to Regional Safety Manager. Following this he became an engineer surveyor with Royal Insurance UK undertaking statutory inspections and witnessing commissioning. During this period, he was also responsible for training engineer surveyors. He joined LECS (UK) Ltd in 1991.
Dave has directed many award-winning projects at home and overseas including the Emirates Cable Car in London, The Marriott Hotel in Yerevan, The Mecca Metro, Queensway Quay in Gibraltar, Kings Reach Tower in London, Embankment Place in London, Starbucks in Milan, 1 Deansgate in Manchester to name but a few. His role has included lifts, escalators, façade access equipment and cable cars. Other award-winning projects include the Ebbw Vale Inclined Lift, The Hastings Cliff Railway and the Babbacombe Cliff Railway.

David Stevens - Vice President

David Stevens started his career as an apprentice electrician before becoming a design engineer and project manager. He has over 30 years of experience in Building Services design, construction, project management, strategic maintenance planning and estates management.
David specialises in the operational aspects of the Built Environment, with Facilities Management best practice, improved standards of engineering delivery, and effective performance management across large property portfolios as his main areas of engineering focus; with a keen interest in Soft Landings and major projects transition. David has worked in both the private and public sector and is currently Director of Estates, Facilities and Capital Development for an outstanding NHS Trust.
David is Chair of the CIBSE FM Group and CIBSE LGBTQI+ Panel. He sits on a number of industry committees, boards and awards judging panels. He is a professional reviewer and interviewer for CIBSE and registration with the Engineering Council. David is a CIBSE Silver Medal holder and Court Assistant to the Worshipful Company of Engineers.

Mike Burton - Vice President
MEng CEng FCIBSE HonFRIBA
Mike is a Chartered Engineer, Fellow of CIBSE with over 30 years of sustainable design experience.
Mike is a Building Engineering Director at AECOM London, Office Sector Leader and responsible for strategy and growth. He has successfully led many major UK and international projects known for their high standards in sustainability and architectural quality. Mike studied Architectural Engineering at the University of Leeds and Penn State University and started work as a graduate building services design engineer working on projects including Sheffield Arena, Electronic Arts HQ and The Royal Academy of Music.
Mike is particularly proud of The Stephen Lawrence Centre for its lasting impact on the architecture community, the iconic and trailblazing BBC Broadcasting House - the home of news and radio, and the award winning naturally ventilated LSE Library. He is currently leading the next generation of sustainable, smart and healthy buildings including listed buildings, refurbishments and new builds.
In 2022 Mike was awarded the CIBSE Building Performance Engineer of the Year, the judges highlighted ‘his passion, high level of knowledge and uniquely his holistic approach to building projects make him a shining example in the field of engineering’
In 2023 Mike was awarded an Honorary Fellowship of RIBA for his significant contribution to environmental design and architecture, his dedication to improving the industry, mentoring, and supporting women working within construction and engineering.
Mike has co-authored, contributed to, or peer-reviewed a number of leading industry publications including the 2019 RIBA Future Office book, the 2019 British Council for Offices (BCO) Guide to the Specification of Offices and the 2023 BCO Fit Out Guide and the 2023 RIBA Book Reworking the Workplace: Connecting people, purpose and place.
Mike is an elected member of CIBSE Council, and in 2023 joined the CIBSE Board. He is a long term active mentor and a committee member of the CIBSE Fellows network. He is also on the board of the British Council for Offices, and is the current chair of the BCO National judges.
Mike has lectured and taught environmental design at the University of Leeds, the University of Nottingham and De Montford University, and is a member of the University of Nottingham Technical Advisory Board.

Mark Walker - Vice President

Mark Walker started his career as an apprentice plumber and worked as a maintenance craftsman in the NHS prior to becoming a design engineer and has over 35 years experience in Building Services design, construction and operations. Throughout his consulting career Mark has worked for small, medium and large consulting engineers including Arup. Specialising in healthcare and complex projects with a passion for the quality of design and for the development of the digital estate, bringing together the design and operation aspects of projects.
Mark has worked in the higher education sector as Head of Engineering and Maintenance for a large research University. Currently, Mark is a Director and MEP Healthcare Sector lead for Hydrock
Mark sits on the Healthcare Specialist group and is currently the Treasurer and project manager for the new CIBSE Healthcare Facilities Design Guide.

Les Copeland - Hon Treasurer
FCIBSE
Les has gained a holistic knowledge of the construction industry brought together through 25 years of experience in a wide variety of roles and sectors. Ranging from sub-contractor delivery to senior management positions within a number of the UK’s largest construction and infrastructure companies. Les currently holds the role of EMEA Regional Business Group Director at HDR.
Through strong business skills, Les has significantly inputted to create many profitable business units showing steady growth. His commercial approach and head for good business are a welcome addition to the CIBSE board, adding greater strength to the institute over the coming years.
Les is the President of the Society for Digital Engineers and Digital Steering Group Chair, providing the drive and clear analytical vision that has shaped and focussed the Group and a set a logical path for its future activity for CIBSE.

Fiona Cousins - Immediate Past President
CEng, FCIBSE, PE, LEED Fellow
Fiona Cousins joined Arup as a trainee. She was appointed to Principal in 2007, having worked in London, San Francisco, Berlin and New York. She is a member of the Americas and Arup Group Boards.
She is a Chartered Engineer and Fellow of CIBSE. She is also a LEED Fellow, recognizing her experience in sustainable building design. Fiona gave the CIBSE Annual Lecture in 2016: ‘How Building Services Engineers can save Civilization’. She was also honoured to receive the American Institute of Architects NY Chapter Award of Merit and the ASHRAE New York Chapter Distinguished Practitioner Award, both in 2017. She was elected to the board of CIBSE in 2019.
Low energy and sustainable design have been key drivers for Fiona throughout her career across a wide range of building types. She is particularly proud of the US Embassy in London, the Emma and Georgina Bloomberg Center in New York, the Fulton Center station in New York and the Frick Chemistry building in New Jersey. Her primary professional interest is at the intersection of complex projects, excellent place-making and sustainable development.

Vincent Ma - Board Member
CEng FCIBSE
Vincent is CEO at ISS Facility Services HK and a former Chair of CIBSE Hong Kong Region (2021-2022) and a Professional Interview Coordinator for CIBSE HK (2023-2024).
In his term as the Chair of HK Region, he successfully continued the membership growth in the region, promoted CIBSE through various seminars/conferences and developed a 5-year strategic plan to grow CIBSE branding and positioning as well as the professionalism of the industry. In addition, he successfully organized the second CIBSE HK Award during the period of COVID-19.
Vincent has also served as a Honourable Treasurer of the HKIE Gas & Energy Division of Hong Kong (2023-2024). The HKIE is the only local professional engineering institution in Hong Kong.

Ted Pilbeam - Board Member
IEng FCIBSE
Ted is a building services engineer with over 30 years’ experience on a wide variety of building services installations, both in the UK and overseas. He is a Fellow of CIBSE and chair of the Knowledge Management Committee and an active member of the Training and Development Panel.
He chaired the CIBSE Commissioning Code M – Management and Code A – Air Distribution Steering Group’s and is currently chairing the steering group for Code W – Water Distribution Systems. A previous CIBSE Building Performance Award winner in 2015 and 2016, Ted has worked on numerous projects, embracing small domestic refurbishment projects to large multi-million pound installations that include complex, safety-critical hospital systems. In 2007 he designed VolkerFitzpatrick’s new headquarters building, doubling the size of the office whilst cutting energy consumption by almost 70%, making it the first “Planet Positive” office building in the UK. In 2015 he was responsible for successful delivery of the New Stratford Campus Library which won the CIBSE Building Performance Award 2015 – New Build Project of the Year (up to £10m).
A Licensed BREEAM Assessor and CIBSE Low Carbon Consultant Ted was one of the first to qualify under the “BRE Competent Persons Scheme” to undertake “Building CO2 Emission Rate Calculations”.

Dejan Mumovich - Board Member
CEng FCIBSE FIBPSA
Dejan is Professor of Building Performance Analysis and Director of the UCL Institute for Environmental Design and Engineering (IEDE) at the Bartlett. He is a Chartered Engineer and a Fellow of CIBSE.
His research centres on modelling aspects of building performance, with a particular focus on advanced simulation techniques and the integration of energy and indoor air quality data to inform design. Over the past 25 years, Dejan has led, co-led, or made substantial contributions to 60 research projects and co-authored more than 300 peer-reviewed publications. Twenty-two doctoral researchers have completed their studies under his supervision.
Dejan co-founded the CIBSE Education Building Group (formerly the CIBSE School Design Group) in 2008 and served on the editorial board of BSERT until 2021. He is Chair and co-founder of the CIBSE Education Guild (established in 2024), a forum dedicated to advancing education in building services engineering. He also sits on the editorial board of the REHVA Journal.
He co-led the development and update of TM57 (Integrated School Design, 2015 and 2025), the TM61–TM64 series on operational building performance (2020), and contributed to the revision of TM54 (Evaluating Operational Energy Use at the Design Stage, 2022).
Together with colleagues, he received the Happold Brilliant Award in 2011 and 2021 for excellence in teaching, and the Barker Silver Medal in 2021 and 2023 for best technical papers published in BSERT.

Peter Anderson - Board Member
BEng (Hons) CEng FCIBSE
Over his 40-year career, Peter has gained extensive experience across the commercial, healthcare, public, research, residential, data centre, and heritage sectors, delivering large-scale projects and managing major client frameworks.
Since joining Troup Bywaters + Anders in 1981, he has led numerous high-profile, high-rise, complex and award-winning projects to successful completion. Peter was managing Partner until 2025 when he became Chair.
He is deeply committed to enhancing the performance and reputation of the construction industry - championing skills development, people-focused growth, quality and consistency of delivery, and the integration of whole-life sustainability in both building design and operation.
Peter sits on the Board of the Camden Climate Alliance, is a member of the UK Green Building Council and contributes to its working groups, including the World GBC Whole Life Carbon Working Group and the UN Sustainable Development Goals Advocacy Group. He actively promotes regenerative sustainability thinking within his business and the broader industry, working with IfATE on embedding sustainability into the curriculum for apprenticeships nationally.
Peter also contributes to CIBSE through the Building Safety Working Group, the Talent Pipeline & Apprenticeship Panel and the Neurodiversity Panel and was elected to CIBSE Council in 2023. He represents CIBSE on the Engineering Council’s Education and Skills Advisory Panel.

Sasha Krstanovic - Board Member
CEng Beng FCIBSE FIMechE
Sasha brings 30 years of experience in design and building engineering and is a Fellow of both CIBSE and the Institution of Mechanical Engineers. Her career has consistently focused on low-energy and zero-carbon building design, encompassing both retrofit and new-build projects.
She is currently leading the team providing technical advisory services to the United Nations for the Palais des Nations – the UN Office in Geneva.
A regular speaker at industry conferences, Sasha shares her expertise in low-energy and low-carbon design, ESG, and the EU Taxonomy.
She also holds several external advisory roles, including:
• Member of the HS2 Design Panel
• Member of the Ebbsfleet Design Forum
• Director of the Equilibrium Network’s Horizon 2020 project DivAirCity
• Former trustee of the University Design Forum (UDF)
• Former Senior Lecturer in Building Services at the University of the West of England
Sasha was named CIBSE Engineer of the Year in 2021. She serves on the CIBSE/HPA Water Source Heat Pumps Code of Practice steering committee and contributes to CIBSE Guide L – Sustainability.
As a founder and design lead at mstep, Sasha oversees the design and delivery of all projects and plays an active role in their early stages.
