Explanation of BCAR and Chartered Engineer

Under Section 4.2.2 of the Building Control Regs. CoP. 2014, “consulting engineers… inspect and certify the relevant elements of works” as an “Ancillary Certifier”. Assigned Certifiers can be (Section 4.2.1) “Architects…Building Surveyors…Chartered Engineers on register maintained by Engineers Ireland under section 7 of the Institution of Civil Engineers of Ireland…” Building Services engineers are not specifically listed as needing to be Chartered or registered with Engineers Ireland. Legal title of ‘Chartered Engineer’ in Ireland explained

In 1969, Oireachtas Éireann granted to Engineers Ireland the sole statutory power and responsibility for awarding the title of Chartered Engineer (CEng MIEI) to professional engineers. All Chartered CIBSE engineers who achieved their title under the normal route to Chartered status can apply for Engineers Ireland membership in accordance with the Washington Accord and vice versa.
