The Single Construction Regulator Prospectus

 

The UK Government has published a consultation 'prospectus' on the establishment of a Single Construction Regulator, a major reform of the regulatory framework governing buildings, construction products and industry professions. This marks a decisive step in implementing the recommendations of the Grenfell Tower Inquiry Phase 2 Report.

 

The consultation document can be found here, published by the Ministry of Housing, Communities and Local Government (MHCLG), sets out the Government’s vision for an integrated regulatory system that prioritises safety, restores trust, supports economic growth and clarifies the roles of all actors in the building ecosystem. Under the proposals, the new regulator will consolidate functions currently delivered by multiple bodies - including the Building Safety Regulator (BSR) and the National Regulator for Construction Products - into a single, coherent authority with a primary objective of protecting people in buildings and ensuring high standards of construction across the sector. 

 

The consultation seeks views on the scope, objectives and functions of the proposed regulator, as well as on the wider regulatory system needed to support safe, high-quality buildings and building products. The Government also outlines plans to improve digital and data capabilities, enhance accountability, and strengthen regulatory oversight of professions working across the built environment.
