CIBSE and Heat Pump Association UK sign Memorandum of Understanding to advance low-carbon heating

CIBSE and the Heat Pump Association (HPA UK) have signed a Memorandum of Understanding (MoU), marking an important step in strengthening collaboration across the UK’s low-carbon heating sector.

The agreement reflects a shared commitment to advancing the adoption of efficient, high-performing heat pump technologies and supporting the transition to low-carbon heating in the built environment. Through this partnership, both organisations will work together to promote best practice, support knowledge sharing and contribute to the development of technical guidance and industry initiatives related to heat pumps.

As the UK continues to accelerate efforts to decarbonise heat, collaboration between professional institutions and industry bodies is essential to ensure that technologies are implemented effectively and deliver the performance expected in practice. By bringing together CIBSE’s technical expertise and professional network with HPA UK’s industry knowledge and manufacturer representation, the partnership aims to support a more coordinated approach to the deployment of heat pump systems across the sector.

Dr Anastasia Mylona, Technical Director at CIBSE, said: “This Memorandum of Understanding reflects the importance of collaboration across the sector as we accelerate the transition to low-carbon heating. Heat pumps are a critical part of the UK’s decarbonisation pathway, but their success depends on strong technical guidance, professional competence and effective industry engagement. By working closely with the Heat Pump Association, we can bring together complementary expertise to support the development of best practice, strengthen knowledge across the industry and help ensure heat pump systems deliver the performance that buildings and society expect.

Under the MoU, CIBSE and HPA UK will explore opportunities to collaborate on advocacy initiatives, technical publications and industry events, while also promoting each other’s relevant programmes and activities across their respective networks. The two organisations will also share insights and consult on issues of common interest to help inform industry discussions and support the development of good practice in the design, installation and operation of heat pump systems.

The collaboration reflects the growing importance of heat pumps as a key technology in the transition to low-carbon buildings. While their adoption continues to increase, ensuring that systems are designed, installed and operated correctly remains critical to achieving the efficiency and performance required to meet climate goals.

By working together, CIBSE and HPA UK aim to strengthen industry understanding, support professional competence and help create the conditions for heat pumps to deliver reliable, energy-efficient heating solutions at scale.

The partnership also reinforces the role of professional bodies and industry organisations in shaping the future of building services engineering, ensuring that policy, guidance and practical implementation remain closely aligned with the needs of the sector.
