Making Energy Performance Certificate Data Publicly Available

Objectives of the consultation

The Department for Communities & Local Government is planning to make Energy Performance Certificate (EPC) data publicly available next year. For most people, it will be available in pdf format from a publicly accessible website. However, alternative arrangements will be put in place for organisations with a legitimate need to access the data in bulk. In this consultation DCLG sought views on how best and in what format to make EPC information available to such organisations, while ensuring compliance with the requirements of the Data Protection Act 1998.

CIBSE response

CIBSE argued in its response for a reasonable level of disclosure of EPC data for research purposes to enable analysis of data by those interested to do so. However, any checks made on applicants seeking bulk access to the commercial register should be limited to reasonable and proportionate checks and any charges should be open, transparent and clearly explained, and should only cover reasonable costs to carry out the checks. CIBSE also believes that any provision for charges to access the data should be made in amended regulations and be subject to consultation.
