Objectives of the consultation
This consultation sought views on the Government's plans to expand the existing non-domestic Renewable Heat Incentive (RHI) scheme. The expansion of this scheme covered proposals for new or different support for technologies including air source heat pumps, combined heat and power, large scale biogas combustion and deep geothermal. Also at the forefront of Government thinking was energy efficiency and appropriate requirements for non-domestic installations. This consultation closed on 7 December 2012.

CIBSE response
CIBSE members agree that the non-domestic RHI scheme should be consistent with the domestic RHI and that there should be a requirement for energy efficiency measures to be installed before the renewable heating system is able to receive RHI payments. CIBSE believes that metering approach should continue to be used to determine the RHI payment for air to air heat pumps, despite the difficulties that were encountered in getting the metering correctly installed and commissioned. CIBSE also suggested that the fast developing technology known as Below Ground Thermal Storage should be supported by the RHI scheme.
