Post-16 Level 3 and Below Pathways

 

  • The Post-16 Education and Skills Strategy set out the Department for Education's plans to introduce reformed qualifications pathways at level 3 and level 2, responding to the Curriculum and Assessment Review’s evidence analysis and developing recommendations.
  • This consultation document gathers views on the government’s proposals for the design of the new pathways for 16 to 19-year-olds, including:
  • A third, vocational pathway at level 3: creating V Level qualifications. V Levels will sit alongside A levels and T Levels and will offer a vocational alternative to these academic and technical routes.
  • Two new pathways at level 2: simplifying the current offer and providing a clear line of sight to both further study at level 3 and skilled employment through the Further Study pathway and Occupational pathway.
  • V Levels will blend applied learning with practical assessment, and their content will be linked to occupational standards set by Skills England. This will ensure V Levels are relevant to employers and have clear progression into employment, apprenticeships, or higher study.

 

  • The Further Study pathway and Occupational pathway will provide distinct routes to progression for level 2 students, either to level 2 careers, or further study.  Alongside this, the DfE will continue to grow T Levels, so more students benefit from their strong outcomes.

 

  • The International Baccalaureate Diploma, Core Maths, Extended Project Qualification, Access to HE Diploma, Performing Arts Graded Examinations, GCSEs, A levels, Functional Skills Qualifications (FSQs), or Essential Digital Skills Qualifications (EDSQs) are not subject to these proposed reforms.
