Dr Anastasia Mylona
Technical Director
Anastasia leads CIBSE’s technical strategy, setting knowledge priorities and institutional policy positions. Her expertise spans climate resilience, embodied carbon, the circular economy and building performance. With a background in architecture and environmental building performance, she holds a PhD from the Welsh School of Architecture and completed postdoctoral research at the University of Oxford. She is also a former Head of Research at CIBSE and has advised on UK Building Regulations, including Part O on overheating.
Ahmed Hegazi
Head of Knowledge & Digital
Ahmed leads CIBSE’s knowledge development pipeline and digital strategy, with a focus on the digital dissemination, accessibility and structuring of technical knowledge. He has a background at BSI with expertise in information architecture and digital platform development and is a trained lawyer with expertise in standards and knowledge systems.
Sam Baptist
Head of Government Affairs
Sam leads engagement with government, regulators and policymakers to help shape built environment policy, with specialist expertise in public affairs, regulatory strategy and policy development. He brings over 20 years of experience across UK government and consultancy, including senior advisory roles in Whitehall and director-level leadership in public affairs.
Dr Julie Godefroy
Head of Net Zero
Julie leads CIBSE’s work on net zero policy and climate action, including the UK Net Zero Carbon Buildings Standard. Her expertise covers low-carbon buildings, building regulations and performance evaluation. A Chartered Engineer with a PhD in low carbon buildings, she is the author of CIBSE TM40 and has contributed to national policy and standards development.
Ellen Salazar
Head of Building Services Engineering
Ellen leads the development of CIBSE technical guidance, standards and industry tools. Her expertise includes building performance, energy metering, post-occupancy evaluation and facilities management integration. A Chartered Engineer with more than 30 years of experience across design consultancy and operations, she is also the author of key CIBSE guidance, including TM39 and Guide M Chapter 4.
Ben Arnold
Software Product Manager
Ben leads the development of digital tools and platforms that support low-carbon building design, with expertise in software development, data systems and embodied carbon methodologies. With a background as a sustainability engineer and innovator, he has contributed to the development of Passivhaus analysis tools and a range of digital platforms.
Colin Goodwin
Technical Consultant
Colin supports the delivery of major technical guidance and specialist projects, with expertise in heat pumps, commissioning, maintenance and building services operations. A Chartered Engineer and Fellow of CIBSE, he brings extensive senior experience gained across consultancy, contracting and client organisations.
Jasmine Ng
Environmental Data Scientist
Jasmine develops and maintains CIBSE weather and climate data to support resilient building design, drawing on expertise in environmental data analysis and statistical methods. With a background in environmental and data science, her work focuses on using statistical tools and machine learning methods to analyse environmental datasets.
Dr Jaydeep Bhadra
Domestic Sector Technical Manager
Jaydeep leads CIBSE’s technical and policy work on domestic buildings, with a focus on decarbonisation and energy efficiency. His expertise includes thermal comfort, overheating, low-energy systems and housing performance. He holds a PhD from Loughborough University and has experience spanning consultancy, industry and policy, and is actively involved in international technical communities such as ASHRAE and ISIAQ.
Kate Turley
Technical Research Manager
Kate leads the delivery of CIBSE’s research programme and interdisciplinary technical projects, with expertise spanning lighting, software development, AI and environmental physics. She has a background in industry software development and completed his PhD at Ulster University, focusing on circadian lighting and wellbeing, with research published in peer-reviewed journals.
Prof Tim Dwyer
Technical Editor & Consultant
Tim leads technical communication, publications and knowledge dissemination across CIBSE outputs, with a focus on translating complex engineering concepts into practical guidance and professional education. He is an Honorary Professor at UCL and brings over 40 years of experience in the sector. He is also the founder of the CIBSE Technical Symposium and serves as Technical Editor of the CIBSE Journal.
Divya Chavda
Technical Coordinator
Divya supports the delivery of the Technical Team’s work and coordinates external enquiries, consultation responses and technical activity. With a background in architectural environmental engineering and developing a skill set in data visualisation, she also provides operational and administrative support across technical outputs and cross-departmental coordination.
