Winner: Yale-NUS College

A clear focus on improving the user experience and quality of service made Singapore-based Yale-NUS College the judges’ choice for this award.

The 14-strong Infrastructure, Safety and Security Office – supported by outsourcing partners – is responsible for FM at the college, which has about 1,200 staff and students. The judges were particularly struck by how it adopted effective tools and upskilling of its team to deliver good results. 

For example, QR codes have been placed around the campus so security officers on patrol can report defects using a GPS tracking system. This has resulted in an 81.7% increase in reports of defects by officers, but a 43.9% decrease in reports by campus users – indicating that faults are now being rectified before users see them. In the past two years, the college has reduced the average defect turnaround time from 5.57 days to 0.73 days.

In a bid to lower its carbon footprint, the college monitors energy consumption closely via a suite of meters installed across the campus. It also has centralised temperature controls and educates students and staff about thermal comfort in a shared zone. As a result, the energy consumption per capita (kWh/student) has decreased steadily over the past three years, with 17% to 18% yearly reductions between 2016 and 2018, exceeding the college's target of 10% reduction per year.

Smart meters have also been installed in individual residential units and linked to an electronic vending system, where students can purchase credits for air conditioning. This helps to instil responsible behaviour and reduce air conditioning use and energy consumption.
