Julie is a chartered engineer. She works as Head of Net Zero Policy for CIBSE, where she leads the work on CIBSE's Climate Action Plan, the UK Net Zero Carbon Buildings Standard, policy work, and collaboration with other institutions. She is the author of CIBSE TM40 – Health & Wellbeing in Building Services, and co-author of the Retrofit Revisit report, an evaluation of 10 deep retrofits from about 10 years ago.

Marion Baeli

Marion Baeli is Principal, Sustainability Transformation at 10 Design. Specialising in the existing built environment, adaptive reuse and low energy , low carbon design, she brings in over 20 years of expertise on the design and delivery of large-scale, complex projects that span the whole spectrum of housing as well as office sectors.
She is a renowned author on low-energy design, recognised for her award-winning book on residential retrofits. Additionally, she contributes to the Westminster Council's Design Review Panel, serves as a frequent guest lecturer at several Universities (UCL, Westminster, Imperial College, University of Nottingham), sits on the board of the UK Passivhaus Trust and acts as an architecture award judge for the RIBA, the Architects’ Journal and Architecture Today.

Jeff House
Director of External Affairs & Policy - Baxi Heating UK
With over 30 years’ experience in the Building Services sector, including consultancy, design and contracting, Jeff plays a key role within Baxi Heating responsible for policy and legislative advocacy. Jeff has a wealth of technical, commercial, and legislative knowledge relating the residential and commercial building services sector, including low and zero carbon technologies
In his current role Jeff is widely involved in setting the agenda regarding legislation and policy for the heating sector, regularly representing both Baxi Heating and the wider industry at Government and trade body meetings to offer in depth advice and analysis.

Helen Newman
Group Head of Sustainability - Bidwells
Leading the sustainability strategy for a B Corp, Helen is passionate about harnessing the power of business as a force for good, and the opportunity for the built environment including our public realm to enhance our everyday experience. Helen's background in sustainable development, ESG Strategies and impact investing, and her understanding of the regulatory landscape brings unique insights in creating a more inclusive and sustainable built environment. Helen is Vice Chair of the CIBSE Sustainability Special Interest Group and member of the CIBSE Knowledge Panel. She is also a member of the NLA expert panel for retrofit and conservation, and an advocate of best design practice in her role on the Enfield Place and Design Quality Panel.

Robin Nicholson
Fellow - Cullinan Studio
Robin Nicholson CBE is a Fellow of Cullinan Studio, which he joined in 1979 (cullinanstudio.com). He is Convenor of the Edge, the multi-disciplinary think-tank for the built and natural environment (https://edgedebate.com) and chairs the Cambridgeshire Quality Panel. He is a member of the NHBC Foundation Expert Panel and is an Hon. Prof. at the University of Nottingham. He is an Honorary Fellow of IStructE and CIBSE and was awarded an Honorary Doctorate by UWE in 2022.
Previously he was a Vice-President of the RIBA (1992-94), Chairman of the Construction Industry Council (1998-2000), a founder member of the Movement for Innovation Board (1998-2001), a CABE Commissioner (2002-10) and a Non-Executive Director of the NHBC (2007-14)

Peter Thorns
Head of Strategic Lighting Applications - Zumtobel Group
Peter joined Thorn Lighting in 1985 and has held a number of positions within the company including electronics R and D, technical software development, optical design, photometry, scheme design and applications research. He is currently part of the Zumtobel Group Global Research and Development department, concerned with standards and regulations. Peter is the Chair of ISO/TC 274, CIE Vice-President Standards, and is involved in a large number of BSI, CEN and ISO committees and working groups. He is also involved in the Lighting Industry Association, chairing the Building Regulations working group and in LightingEurope where he chairs the Value of Light working group. Peter is an associate editor of the Lighting Research and Technology academic journal.

Dr. Fabrizio Varriale
Built Environment Analyst - RICS
Fabrizio is an architect with research experience in low-carbon materials and design. At RICS he produces thought leadership on building sustainability and shapes RICS's position on related policy matters. He also contributes to the development of the Built Environment Carbon Database and the UK Net Zero Carbon Buildings Standard.

Doug King
Principal - Doug King Consulting
Doug King is an engineer with a passion for smart and sustainable urbanism and building design. He has been a champion of sustainable design for over thirty years and has delivered the engineering underpinning a number of notable first of a kind projects that have set benchmarks internationally. His work spans urban energy masterplans, holistic energy and resource strategies for both new and historic buildings, down to the detail design of building services installations.
He is a Fellow of the Royal Academy of Engineering and the Royal Institute of British Architects, as well as of CIBSE. He teaches across the UK and worldwide. He is a Distinguished Professor at Chongqing University and has previously been a Visiting Professor at Bath University and Beirut Arab University. He has written extensively on engineering policy, education and design and has covered engineering issues in the national press, on radio and television.

Robert Marney
Associate - Cundall
Robert is a Chartered Engineer who has worked for Cundall for 15 years. Having served a formal 3-year apprenticeship as an electrician in the years before becoming an engineer, he has a good knowledge of how sites operate, how services are installed and commissioned. Robert now focuses on workplace and fit-out projects and his central role is managing multi-disciplinary teams and delivering large zero carbon design projects.
Robert has a particular interest in retrofit, circular economy, net zero carbon, HV networks, and business development. Robert is currently mentoring younger team members with their applications and process for Professional Accreditation, whilst working towards Fellowship himself. Robert mentors’ young individuals at The Amos Bursary charity, assisting with internships and ultimately employment. Robert also is a mentor for the BCO next gen, as well as holding a school governor position at a technical college that focuses on STEM education.

Volkan Doda
Head of Design Technologies - Atelier Ten
Volkan is currently the Head of Design Technologies at Atelier Ten, London and leads an in-house team of environmental design specialists. Since joining Atelier Ten in 2013, Volkan draws from his dual background in architecture and mechanical engineering to contribute to a variety of international projects. He specialises in a range of analytical work including whole building energy use, occupant comfort, daylight, lifecycle carbon,and benchmarking analysis. He was awarded as CIBSE Engineer of the Year in 2025.

Will Arnold
Head of Climate Action - The Institution of Structural Engineers
Will is an award-winning Fellow and staff member of The Institution of Structural Engineers, and is both a Chartered Structural Engineer and Chartered Environmentalist. In his role at IStructE, Will is responsible for embedding climate action into all aspects of the institution's work. He is well-known for his work on embodied carbon policy in the UK, including on Part Z and the UK Net Zero Carbon Buildings Standard.

Chris Twinn
Principal - Twinn Sustainability Innovation, FCIBSE MEI FRSA HonFRIBA CEng BSc(Hons)
Chris Twinn set up his own specialist practice 10 years ago after 28 years at Arup, latterly as Arup Fellow and director. He delivered his first zero carbon development more than 25 years ago and brings a wealth of experience in practical design, construction, and policy, from years working around the world. Chris is an EDGE think-tank core member, LETI member, Sustainable Development Foundation board member, Net Zero Carbon Buildings Standard Governance Board member, Honorary Fellow of the RIBA, a CIBSE Fellow and on CIBSE publication and special interest groups. He also led the LETI Retrofit-2 workstream that published “Retrofit at scale: how Many, how Deep, at what Cost”

Claire Wildfire
Global Cities Lead and Fellow at Mott MacDonald
Having led regeneration, low carbon and sustainable innovation projects across the globe, Clare now uses systemic thinking in her role as Global Cities Lead and Fellow at Mott MacDonald to push boundaries and, most importantly, improve people’s lives. From her 35 years’ experience in the sector, originally as a building services engineer on low impact buildings, she combines her practical understanding of construction and development drivers with policy engagement, bringing insight into the technical, political, financial and behavioural aspects of sustainable development and healthy, resilient, low carbon living.

Darren Coppins
Director - Built Physics Limited
With over 30 years experience practicing Mechanical Building Services Engineering and over 20 years experience in Building Physics, Darren maintains a balance between systems design, modelling and in use operational analysis to help understand the intricacies and challenges of achieving real building performance. One of Darren’s previous projects was claimed to be the ‘Most sustainable building in the world’ by The Guardian. Darren has assisted with past CIBSE publications including AM11 and TM54, and was part of the early team of consultants who helped prove NABERS Design for Performance (DfP) use case in the UK. This led to Darren becoming one of the first DfP Independent Design Reviewers and CIBSE trainer for Advanced Simulation for DfP. As an independent engineer, Darren enjoys pursuing unconventional idea’s across a wide range of different challenges with no two days the same, in a role he considers to be stimulating, fulfilling and enjoyable.

Dr. Anastasia Mylona
Technical Director - CIBSE
Dr Anastasia Mylona, CIBSE's Technical Director, is a Chartered Engineer and a CIBSE Member. In her capacity, she leads CIBSE's Technical Team, shaping the institution's technical vision, defining knowledge priorities, and establishing policy positions. She previously served as CIBSE's Head of Research, overseeing the institution's knowledge and research activities. During this time, she fostered collaborations with both academia and industry, concentrating on developing guidance relevant to embodied carbon, circular economy principles, and providing crucial climate information for future-proofing buildings and their services. Her contributions extend to advising the Government on the implementation of Part O – Assessment of overheating risk in new dwellings in England, a component of Building Regulations. Her professional journey began with architectural training at the Aristotle University of Thessaloniki, Greece, followed by PhD studies at the Welsh School of Architecture, focusing on the environmental performance of buildings. Subsequently, she pursued post-doctoral research at the University of Oxford, exploring the impacts of climate change on the built environment.

Dr. Milena Stojkovic
Design Director - AtkinsRéalis
Dr Milena Stojkovic FCIBSE, RIBA is an architect and sustainability engineer. She is a Design Director at AtkinsRéalis in Dubai, focused on driving design innovation for projects across the Middle East. Prior to joining AtkinsRéalis, she was an Associate Partner at Foster+Partners London, where she led multidisciplinary teams on projects spanning the UK, North America, Asia, Australia, and the Middle East. She oversaw the integration of environmental design and sustainability strategies for Apple's global flagships, high-rise developments, airports, and healthcare facilities. She is also a tutor at the UCL Bartlett and has made significant contributions to industry standards and practices through organizations such as LETI, IATA and CIBSE. Milena is a CIBSE Fellow and currently serves as co-chair of the CIBSE Health & Wellbeing Working Group.

Jon Bootland
Director - Sustainable Development Foundation (SD Foundation)
Jon Bootland is Director of the Sustainable Development Foundation (SD Foundation), which aims to drive the UK property and construction industries towards exemplary sustainability practices, and was recognised as a UNECE International Centre of Excellence for High Performance Buildings. He is also Chief Executive of the Passivhaus Trust, which is the official body for promoting and protecting the Passivhaus standard in the UK.
Through the SD Foundation, Jon has helped to develop the Alliance for Sustainable Building Products (ASBP), the Building Performance Network (BPN), the Good Homes Alliance (GHA), the National Retrofit Hub (NRH), the Sustainable Traditional Buildings Alliance (STBA) and the SuperHomes Network, as well as leading other projects on sustainable schools and healthcare buildings.

Jon Saltmarsh
Chief Technology Officer - Energy Systems Catapult
Jon Saltmarsh is Chief Technology Officer at Energy Systems Catapult. The Catapult was established to accelerate the transition to a cleaner, cheaper and better energy system and to help UK businesses innovate and capture the opportunities for growth that this presents. He is responsible for identifying the key innovation priorities for the Catapult to deliver most impact, including in decarbonisation of homes, sites and local areas; future energy infrastructure; and digitalisation of the energy system. His particular areas of interest are in flexibility, resilience and innovation.
Jon has spent 35 years driving innovation in central government and the private sector in energy and defence. He has a passion for applying technology and a systems perspective to solve difficult challenges. Before the Catapult, as a senior civil servant in DESNZ, he led the team providing technical, engineering and research-based evidence across all areas of Net Zero energy policy and innovation.

Lucy Sherburn
Senior Engineer - FairHeat
Lucy is a Senior Engineer at FairHeat, currently working on the feasibility and design of low carbon district heating networks across the UK. Following gradating with a Chemical Engineering degree in 2019, Lucy joined FairHeat. Over the last 6 years, Lucy has worked on quality assurance for communal heat networks and developing technical standards for the Heat Networks Technical Assurance Scheme (HNTAS), which is part of upcoming heat networks regulation. Lucy is a committee member of the CIBSE Heat Networks group and chair of the District Heating Diva’s Young Professionals group, and in 2021, Lucy was awarded the CIBSE ASHRAE Graduate of the Year Award.

Marianne Heaslip
Architect and Technical Director - People Powered Retrofit
Marianne is an architect and Technical Director at People Powered Retrofit. She works on the development of services, training, and tools to support more and better domestic retrofit. This includes Home Retrofit Planner - a tool used by community energy organisations across the country to provide retrofit advice to householders. She has extensive experience in design, delivery, and policy work in public, private, and community-led settings. She spent many years at URBED also working on sustainability in an urban context, participatory design, and building performance evaluation

Rob Redfern
Group Energy Manager (Renewables & LZC) - Tesco, Chair - CIBSE Technology Committee
Rob is a Chartered Engineer and CIBSE Fellow with over 25 years’ experience in Building Services Engineering. He has recently joined Avison Young and is the green energy and decarbonisation lead for the business, supporting their clients in their transition to a low carbon future. Prior to joining Avison Young Rob has held roles as both consultant and client, delivering projects in the UK and Internationally. He has extensive experience in delivering complex projects across large, multi-national property portfolios and most recently led and delivered the on-site renewables strategy for the Tesco Group. Rob is passionate about leaving the world a little better and is active in doing this. He is Chair of the CIBSE Technology Committee and is heavily involved in the development of young people through championing STEM activities in schools.

Ted Pilbeam
Consultant - Pilbeam Building Services Consultants
Ted Pilbeam is a seasoned building services consultant with over 40 years of experience in both domestic and international projects. He is a Fellow of CIBSE, a trustee, chair of the Knowledge Management Committee and a member of the Training and Development Panel. Ted's notable projects include VolkerFitzpatrick’s headquarters, which achieved a 70% reduction in energy consumption, and the award-winning New Stratford Campus Library. A Licensed BREEAM Assessor and CIBSE Low Carbon Consultant, Ted was among the pioneers to qualify under the BRE Competent Persons Scheme for CO2 Emission Rate Calculations. Ted has been recognized with multiple CIBSE Building Performance Awards, underscoring his commitment to excellence in building services engineering.

Zoe Dickenson
BMS Specialist - Smart Buildings
Zoe studied Mechanical Engineering with International Study at the University of Strathclyde, and completed SSE Energy Solutions’ engineering graduate programme last year. She now works in the Smart Buildings team as a BMS specialist, championing the importance of building controls in reaching a net zero built environment. Zoe is currently Chair of CIBSE YEN London, and is continually inspired by the energy, enthusiasm and ambition from the young professionals in the CIBSE community. She is passionate about everything BMS, sustainability and promoting diversity in engineering. Zoe was awarded second place in CIBSE ASHRAE’s Graduate of the Year 2024, and was named BCIA Young Engineer of the Year 2025.

Andrew Jolly

Andrew leads digital & innovation across the global engineering consulting firms Introba, TYLin, and Landrum & Brown, collectively part of the Sidara collaborative. He shapes and implements the group's digital strategy, collaborating with diverse sector teams worldwide to enhance their adoption of digital technologies and streamline workflows. Andrew spearheads initiatives like the Elevation Awards to foster a vibrant global culture of innovation within the group.
With over 28 years in the built environment, Andrew has successfully managed numerous large-scale, multi-sector projects internationally. His passion lies in harnessing data to optimize project outcomes throughout their lifecycle. Proudly among the first digital Fellows of CIBSE, Andrew currently serves as Co-Chair of the Society of Digital Engineers (SDE), driving forward industry standards and excellence in digital engineering

Daniel Neasham
Head of Homes and Sustainability - Future Homes Hub
An engineer by background, Daniel spent equal stints working within consultancy and then heading up MEP and Technology for a large urban property developer prior to joining the Future Homes Hub. Gaining a technical background in sustainable building services, and then applying this client-side has led to a deep appreciation of the need to carefully balance many factors in the pursuit of quality, sustainable, viable development. At the Future Homes Hub, Daniel heads up work on the Net Zero Transition Plan and Sector Sustainability Metrics, along with leading working groups on FHS implementation.

Esther Martinez
Associate Director - Black and White Engineering
Esther has been a Chartered Engineer by the British Engineering Council since 2011. She has a BEng (Hons) in Industrial Engineering and a MSc in Building Services awarded with distinction.
Esther has been working for 20 years within the built environment as an MEP consultant. Out of these: 17 years were in the UK and now she lives in Singapore since 2021 working for Black and White Engineering.
Esther has spent a significant portion of her career utilising her strong management and leadership skills fronting the designs of large multi-disciplinary projects and adjusting to the challenges of our ever-changing Construction Industry.
Esther is a proud member of iMWomen and an advocate of diversity in the Industry.

Iain MacDougall
Regional Director, Head of Sustainability - RED Engineering Design
I am a Chartered Engineer (CIBSE) with extensive experience in designing data centres and other complex building projects.
My work aims to mobilise engineering to achieve efficient, sustainable outcomes. I lead the sustainability team at RED Engineering, where we deliver advisory and engineering sustainable solutions for data centre projects worldwide. Our work is divided into the following areas: Building Certification, Energy & Carbon, Advisory, and Sustainability.
Building Certification: LEED, BREEAM, NABERS, and UK NZ BS.
Energy & Carbon: PUE (Power Usage Effectiveness), WUE (Water Usage Effectiveness), CUE (Carbon Usage Effectiveness), ASHRAE 90.4/90.2 compliance, IES modelling, embodied carbon assessments, energy auditing (ESOS, EEDs, EN 50600, SECR, etc.), EPCs, and Part L compliance.
Advisory: Site selection & due diligence, asset valuation, and technical auditing.
Sustainability: We oversee all of RED’s global environmental sustainability policies and strategies, including GHG (Greenhouse Gas) accounting and reporting.
I have had the great fortune of contributing to the generation of the UK NZ Building Standard (Data Centre Sector). I am the co-chair of the ASHRAE UK DC SIG, an elected committee member of the CIBSE DC & Sustainability SIGs and an active member of the tech UK DC ESG+ group.

Ian Mawditt
Director and Building Performance Researcher - Four Walls Consultants
Ian is an independent Building Performance Researcher and Auditor, specialising in field-based evaluation of building energy performance, indoor environmental quality, and comfort. His research findings are frequently used to inform policy, standards and regulatory guidance.
A long-standing partner of the AECOM-led technical team that advises the UK Government (Building Safety Regulator) and the Welsh Government, Ian plays a central role in developing revisions to Parts F and L of the Building Regulations for England and Wales. He has led major updates to Approved Document F, including improvements to ventilation efficiency and standards for retrofitted homes. He has also developed key aspects of the fabric efficiency guidance within Approved Document L, covering thermal performance and airtightness, and associated reasonable provision guidance – intended to reduce the performance gap and improve real-world outcomes.

Joanna Harris
Head of Technical Services - FM Platform - Sodexo
Jo works in the central support team at Sodexo. Her role is developing best practice Hard FM in the UK&I region. Responsible for promoting, programme managing and embedding best practice in maintenance and technical services.

Kathryn Donald
Director of Digital Design and Building Performance Modelling - Max Fordham LLP
Kathryn is the Digital Design and Building Performance Modelling Director at Max Fordham LLP. Through her 16 years’ experience as a building services and low carbon consultant with the practice, she has developed extensive expertise in low energy building design. As a Project Engineer, Kathryn has also developed a real-world understanding of the opportunities and challenges of deploying digital technology on projects and how it can be used to enhance sustainable design.
In her current role, Kathryn leads the Digital Design and Building Performance Modelling teams at Max Fordham LLP. The Digital Design Team is leading the practice’s transition to a fully digitalised environment, developing digital tools, processes, content, and training. The Building Performance Modelling Team delivers complex energy and carbon modelling, working with the Mechanical, Electrical, and Public Health (MEP) Engineering Teams to deliver truly low energy building design.

Lynne Sullivan
Board Chair and Co-Founder - National Retrofit Hub
Lynne Sullivan is an Architect and former RIBA Climate Change Ambassador. She works as a design consultant, competitions advisor and judge, and is Chair and member of national and local Design Commissions. Lynne has authored and chairs policy review and research projects for UK governments and is Chair of the Good Homes Alliance and the National Retrofit Hub, which she co-founded in 2023. As a project architect she has wide experience including as a RIBA Regional Design Award winner, and RIBA Competition winner, and was awarded an OBE for Services to Architecture in 2011.

Mat Colmer

Mat is Senior Innovation Lead with Innovate UK, part of UK Research and Innovation. He is an expert specialist in advancements that shape our urban and built environments. With over 20 years of experience leading large-scale projects that investigate the performance of buildings, infrastructure and associated systems; Mat’s extensive understanding has been gained through working at the forefront of innovation.
At Innovate UK his primary responsibilities are on the Transforming Construction Challenge and Net Zero Heat activities. Here Mat works with both public and private organisations within the construction and renovation sectors to shift outdated practices and produce safe, healthy, efficient buildings using the latest digital techniques and data driven approaches.

Mathew Stark
Senior Mechanical Engineer - Box Twenty
I'm a Senior Mechanical Engineer and have recently joined Box Twenty in Bristol, where I lead the design across a range of sectors, with a particular focus on commercial and residential projects. I’m passionate about creating well-performing buildings that are not only efficient but enhance the experience of those who use them. I enjoy solving technical challenges through collaborative design and a practical, people-focused approach.
I have previously chaired the CIBSE Young Engineers Network (YEN) London and currently serve on the Talent Pipeline and Apprenticeship Panel (TPAP), where I help shape initiatives that attract, support, and retain emerging talent within building services engineering.

Rachael Owens
Co-Director - National Retrofit Hub
Rachael Owens is co-Director of the National Retrofit Hub, a non-profit collaborative organisation that brings together those involved in the sector to enable the local delivery of retrofit at scale. Rachael is an architect and has experience designing and delivering commercial and residential retrofit projects. Rachael sits on the New London Architecture Retrofit and Conservation expert panel and is a WELL accredited professional. In 2023 she joined the RIBA Stirling Prize jury as the sustainability expert and in 2024, she won the AJ100 Sustainability Leader of the Year award.

I lead the Building Services and Sustainability teams in Wales for AtkinsRealis. With a keen interest in providing an innovative and dynamic approach to the challenges that we face such as Energy, Carbon and demand control and reduction we need to seek a wider approach to the challenges that we face in a world where challenges can sometimes be faced alone. I've been lucky to have been in Engineering for 25 years since my apprenticeship in Mechatronics working with Robotic designs and applying the complex challenges that this involved over the majority of my career in Building Design.

Tony Day
Energy Research Consultant
Tony is currently an independent consultant specialising in low carbon solutions in the built environment. Tony started his career in hospital engineering before joining London South Bank University to teach and research building services engineering. At LSBU he established the MSc in Sustainable Energy Systems, and was instrumental in setting up the Centre for Efficient and Renewable Energy in Buildings (CEREB). After a short spell in industry with Team (EAA Ltd), in 2012 he joined the newly established International Energy Research Centre (IERC) at the Tyndall National Institute in Cork as Executive Director. His recent work has focused on analysis of heat pump retrofits, the energy transition and the IEA Solar Heating and Cooling technology platform.
