The 2026 edition of the CIBSE Economic Life Expectancy Tables have been recently published, marking a significant step forward in the application of Guide M11 life-cycle costing, based on data-driven decision-making, across building engineering services.
The life expectancy tables replace the January 2020 CIBSE Guide M Appendix 12A and have significantly improved the alignment with other key industry data standards, providing a common data structure for the entire operational asset life-cycle stages.
The tables provide Reference Service Life (RSL) values for all building engineering services assets, fully aligned with the RICS New Rules of Measurement (NRM3 maintainable asset descriptions) and the latest SFG20 maintenance task schedules.
This alignment establishes a common data classification framework that supports:
• Common language – asset taxonomy, down to lowest maintainable assets
• Life cycle costing - for asset renewal planning, budgeting and prioritisation of forward maintenance plans (including use of the variation factoring tool)
• Asset registers – combining planned preventative maintenance, with asset condition grading and address backlog maintenance, over a set time-period
• Taxonomy – for consistently asset codification, surveys and inspections
• CAFM systems – configuration to enable better insights at component level
• Procuring – relevant works to restore the assets to set operational standards
• Benchmarking – asset condition and risks profiling for any managed estate.
This update has been delivered through collaboration of the CIBSE FM group with the RICS (NRM 3), BESA and SFG20 technical standards teams. Further alignment is underway with Uniclass, to strengthen data inter-operability across the asset lifecycle.
Importantly, the structure of the tables remains consistent with previous editions, while expanding asset granularity and incorporating additional SFG20-linked maintainable assets, which provides a common maintainable asset description for building services.
The alignment of these data standards provides the mechanism to define, capture and transfer relevant asset information from capital projects to use for the facilities management and operational life cycle purposes (or commonly known activities). Also enable the digitalisation of asset management, by unlocking the power of data and AI.

In addition, for the first time, the CIBSE GM11 Life tables have expanded the coverage to include catering, healthcare, vertical transportation assets - providing a more comprehensive and practical use for industry professionals and the supply chain, across all sectors. Included with the release of the CIBSE life expectancy tables is a variation factoring tool, which enables users to generate tailored estimates of how long building services assets are expected to perform effectively under real-world conditions. These outputs are essential for planning and optimising maintenance regimes, forecasting life-cycle renewals, and supporting both sustainability and compliance strategies.
Variation factoring tool explained
The CIBSE life expectancy tables also now include variation factoring templates. This will enable users to develop bespoke estimates of how long building services assets are expected to perform effectively, by making the relevant variation factoring adjustment.
The variation factoring tool allows RSL values to be adjusted according to specific installation and operational conditions, reflecting the true performance expectations of assets. These factors support risk mitigation, renewal planning and carbon reduction strategies by enabling more accurate forecasting and maintenance optimisation.
Nine variation factors are applied, including external and internal environment, maintenance, hours of operation, installation quality and design considerations. Worked examples are provided in Guide M11.2.
The benefits of using the updated life tables and variation factoring will help improve the practical application of life-cycle prediction and forecasting. As well as building up knowledge from the application of variation factoring use in the real scenarios that will facilitate better asset management and inform adjustments of maintenance strategies that can extend asset life where required.
Together, these specific latest developments will support better-informed decisions, improved asset performance and a more connected digital approach to building services life-cycle management.
Industry Implications
The 2024 National Audit Office report on backlog maintenance highlighted a £49 billion problem across government estates with consequential impact on public services. Therefore, enhancing how to predict life expectancy of assets, and to control and reduce backlog maintenance is essential, as well as providing evidence to support spend reviews and get the necessary funding needed for renewal of building services.
The Office of Government Property (OGP) has responded to the NAO report and produced FM Standards for Asset Data and a Maintenance Backlog Code of Practice. Both of the new FM standards include the reference to CIBSE life tables and the other relevant asset data standards, for the location and asset structure - as the new norm.
The cross-industry collaboration has improved the alignment of the data standards and can now provide the inter-operable bridge between capital projects (design and construction) and the operations and maintenance, through to end of life / disposal.
Further alignment with Uniclass classification tables and NRM 3 structures will enable the development of product data templates. Also adopting the asset taxonomy for carbon assessments (TM65) that will enable alignment with the RICS Whole Life Carbon Assessment (WLCA) guidance.
