This comprehensive 6-hour training course provides a detailed exploration of CIBSE TM39: 2026, the industry-standard guide for building metering and monitoring. It is designed to move professionals from a "fit and forget" mentality to a robust, data-driven approach that forms the foundation of modern building performance.

This course details best practices for the design, specification, installation, commissioning, and use of energy metering data in non-domestic buildings. Participants will learn the 13-step TM39 method, a structured sequence to build cost-effective monitoring programs that facilitate energy savings. Key topics include:

  • Regulatory Compliance: Demonstrating compliance with Building Regulations Part L and other climate-related disclosure standards.
  • Strategic Design: How to conduct stakeholder dialogue to confirm who needs data and what they will do with it.
  • The "Golden Thread": Developing consistent meter naming conventions, parent–child hierarchies, and documentation packages for building handover.
  • Practical Delivery: Hardware selection pitfalls, commissioning procedures, and developing rigorous installation plans.
  • Performance & Engagement: Using validated data to assess building efficiency and communicating it through dashboards to encourage better occupant behaviour.

Learning Outcomes

  • Agreeing metering properties
  • Demonstrating compliance with Part L
  • Understanding meter specification and pitfalls
  • Meter naming conventions, hierarchy, and packaging for handover
  • Developing installation and commissioning plans
  • Using data to assess building performance
  • Communicating data to encourage good occupant behavior.

The training is essential for a wide range of professionals involved in the building lifecycle. This includes:

  • Designers and Lead MEP Engineers: Responsible for assessing metering requirements early in the design process to save time and money.
  • Facilities Managers and Owner-Occupiers: Seeking to use metered data for equipment optimization, maintenance, and benchmarking.
  • Main Contractors and Subcontractors: Tasked with the physical installation, labelling, and commissioning of metering systems.
  • Landlords and Managing Agents: Managing multi-tenanted buildings where accurate tenant billing and service charge delineation are required.
  • Energy and Environmental Managers: Focused on tracking carbon management plans and meeting net-zero targets.

Level of Understanding Required

This training is designed for professionals with existing skills, knowledge, and experience in building services engineering at all levels but not specifically metering.

  • Professional Judgment: Attendees are expected to exercise their own professional judgment when applying the guidance to specific projects.
  • Technical Familiarity: A foundational understanding of building distribution networks (electrical, gas, and water) and basic regulatory frameworks (such as Part L) is highly recommended.
  • In-Use Awareness: While the course covers technical design, it is also highly relevant for those needing to interpret complex energy datasets to improve building reliability and efficiency
