Another full house packed into the British Hotel, North Adelaide, Upper Room for the May CIBSE SA Chapter's Panel presentation on Are YOU responsible for Certification?



This was an insight into the roles and expectations placed on the various stakeholders in the construction process. The release of the findings into the fire at the Lacrosse Docklands building in Melbourne and the proportioned blame of 33% Certifier, 25% Architect and 39% Fire Engineer, and the Grenfell Tower disaster in London has raised serious concerns to this question.



Six speakers were asked to reply to the topic as follows:

Certifier - Andrew Cialini, BuildServ
Architect – John Held, Russell & Yelland
Consultant – Andrew Braham, Lucid
Construction Manager – Matthew Gooding, Lend lease
Fire Contractor – Geoff Denton, Trojan Fire.
Insurance – Grant Perryman, Perryman Insurance

Each gave a 10 -15 min talk on their interpretation of their responsibility for Building Certification. Each talked about their role and reliance on the other members of the Construction Team. Form 2 & 3 where explained. Self-Certification was criticized and reference made to the Shergold Weir Report commissioned by the Building Ministers Forum and the role of Building Surveyors. Fee cutting and unreasonably short programs where other major problems affecting competent Certification.



A Q&A session completed the evening where such topics as flammable furniture, later fit-outs/modifications and cool room panels were also raised as major fire risks.
 
Drinks & nibbles where provided in the Bar by CIBSE & BuildServ to conclude an enjoyable and enlightening evening.
